BOARD OF EDUCATION
Scott Fredricks is a graduate of Batesville High School and the University of Central Arkansas. He currently co-owns and operates Batesville Therapy Clinic where he has practiced as an Occupational Therapist for 25 years. Scott is married to Susan Fredricks and they have two children, Zach and Allison. Scott has served on the Board of Directors for the Batesville School District since 2010.
Josh Swinea is a 2001 graduate of Batesville High School. From there, he went on to Arkansas State University in Jonesboro, Arkansas. Josh graduated from Arkansas State in 2005 with a Bachelor of Science degree in Exercise Science. While in college, Josh met his future wife Carrie. They married in 2011 and now have three beautiful girls. While in college, Josh answered the call to ministry which brought him back to Batesville to serve as Youth Minister at Desha First Baptist Church. In 2015, Josh became the Pastor of Desha First Baptist. Josh came on to the Board of Directors for Batesville in 2015. Josh loves the community of Batesville and is glad to have the opportunity to serve his Alma Mater.
Heather Fulbright is the Senior Vice President HR Director for First Community Bank and has been employed with them since 2000. She was born and raised in Cushman, AR and still lives on the farm she grew up on. Fulbright has been married for 22 years with two children who attend the BSD. Heather has served on the Batesville School District Board since 2012. Fulbright’s father served 27 years on the board and her grandfather served 23 years, she plans to keep the family tradition alive.
Chris Milum is an Vice President of Commercial Lending at First Community Bank of Batesville. He was born in Batesville, Arkansas, a graduate from Batesville High School in 2006, and then received a bachelor’s degree in business management from Arkansas State University in Jonesboro in 2010. He completed is Masters of Arts in Management and Leadership from Webster University in 2019. After graduating from ASU, Chris has worked as a traveling salesman, a small business owner in Jonesboro, and then later transitioned into banking when he joined First Community Bank in September of 2015. He is a proud member of the Arkansas Army National Guard as an Logistics Officer. He also serves on the Batesville School Board, the Batesville Chamber of Commerce Board, and the Eagle Mountain Properties Owners Association Board. He and his wife Kaylea have two children, Olivia and Luke, and Kaylea works as a pediatric physical therapist in their community.
Kathy West graduated from Arkansas College in May of 1984 with a Bachelor's degree in secondary math education. She completed her Master's at ASU Jonesboro in May of 1991 with a secondary counseling degree. Kathy taught at BHS for 23 years where she taught every math class from Algebra I to Algebra III with a special love for Algebra II. While teaching there she also coached the High School Quiz Bowl team to take first place at AETN in Conway in 2007. Kathy then went to teach at BJHS for six years before retiring in 2013. She was elected to the school board in 2013 and has been working with WoodmenLife since 2014. She has been able to continue to support the school through the fraternal programs.
Raised in Arkansas, Wesley Beal is an associate professor of English at Lyon College. He and his wife Courtney raise two children in Batesville. He has served on the Board of Directors since 2019.

George Latus was elected to service on the Sulphur Rock School Board in 1998 where he served during the Batesville, Sulphur Rock, and Cushman Annex. His oldest son Robert graduated from Sulphur Rock High School. Latus’s son Phillip and daughter Jill both graduated from Batesville High School. His youngest son Daniel is currently in the 10th grade at Batesville Charter High School. He has participated with the local Boy Scouts of America as an adult volunteer for many years. Current hobbies include a variety of outdoor activities, hiking; camping, gardening, and canoeing. He also enjoys family time, welding and old trucks.
